Bug: Elements in higher layer should render above those in lower layer

If you place a video in the top layer and text in a lower layer, both at the same timestamp, the text in the lower layer still renders above the video in the higher layer. I expect elements in the higher layer (closer to the top of the window) to be rendered above (higher z-index) than those in lower layers when they appear at the same timestamp.
